This is a memorial sculpture for "The Tragedy of Otranto" when in 1997 an Albanian imigrant boat collided with an Italian Navy ship during an attempt to blockcade and board it, and 84 immigrants perished. It raised public consciousness and subsequently led to changes in the laws affecting those actions.
