Diocletian was the Roman Emperor for 20 years (284-305) and was known as a tyrant who hated the growing sect of Christians in his empire. He was born in this area and built his palace as his retirement home. It was also fortified with Roman garrisons. Construction started in 295 and was still onging when he died in 312.
